The sentance in the Slow spell description is a "conditional" context, to be checked against each round. The sentance in the Hold Monster spell description is an "explanatory" context, explaining when the Saving Throws are made. There is no apparent difference in outcomes; just two approaches to the same outcome. |

A different wording with the same meaning, and the result of writing the game rules with a natural, casual language rather than a strictly codified game language.
No different than were I to say "When you go to the store, buy milk," and "Buy milk each time you go to the store." The message is the same either way: I want a lot of milk (which is odd, considering I'm lactose intolerant). |

If you read the spells carefully, you can tell they attempted to use a common spell description nomenclature, but with more than one author not everyone writes the same way or some spells didn't go through multiple drafts; even with one author, these anomolies would occur. |

Flesh to stone, Hypnotic Pattern, Contagion, Banishment are all cc spells that have strange save mechanics or no re-saveing.
A better question might be to ask if Slow would be considered good if it only allowed 2 saves. I am not so sure it would be worth taking even then. I would like it a whole lot more if the initial effect didnt allow a save and then it gave a save at the end of each turn. |
