My group and I are having trouble determing the HP of an enemny known as Ochre Jelly. On the paper it states: "Hit Points 45 (6d10+12)", which could mean multible things. Does it mean it has 45 HP or the DM can roll 6d10+12 or does it mean its HP is 45 mulitplied by 6d10+12?

45 is the average value and what most DMs use for hit points. The 6d10 is if you want to roll for random number of hit points.

Most players I asked don't really like rolled max HP, they usually want it fixed other than special named monsters that can be stronger.
