The only thing that differentiates the power of a 2nd level cleric to turn a ghost from a 12th level cleric is the wisdom of the ghost and the spell save DC of the cleric, which could still be 13 or 14 at 2nd level. The wisdom rolls are pretty similar across the main types of undead (zombie is worst at -2, and wraith is best at +2).
It just seems to me a 2nd level cleric should struggle with turning a ghost.
Not only that, but if there were 6 ghosts within 30 ft. of that cleric he/she has a chance to turn them all!
It could just be that I like the old AD&D 2nd edition table that took into account the level of the undead and the cleric/priest, so even at 7th level a priest had only a 5% chance to turn a ghost.
What do you think? |

Second, one has to look at what being turned actually means for the victims that fail their save... which is that they go somewhere else for a while. In the vast majority of cases, successfully turning an undead is only going to delay that particular undead - it might be a defeat if your goal in the encounter is something you can accomplish within a minute and you aren't going to be around when the undead comes back.
Sure, a low-level cleric might manage to get 6 ghosts to flee from sight of him for a minute... but then 1 minute later he has 6 ghosts that are particular upset with him, and probably isn't going to have another use of channel divinity to drive them off again.
In my opinion, the ability is fine as is - but it certainly does have different assumptions than similarly named abilities of prior editions had. |

Here your not only holding a holy symbole, but you empower it with the holy light of your God. so flavor wise no I have no problem with a low level cleric rebuking the vampire.
Then like already mentionned, most superior undead have and give protection against Turn Undead.
Turn undead is fine as it is, exactly like the wizard lvl 3 can cast hold person on a barbarian lvl 20 without problem. |
