So, do you spend your luck point after rolling the luck die and deciding to use it? Or do you spend the luck point after rolling your attack or save or ability check in order to roll a second die? The wording seems... troublesome.

 

In one interpretation, you could pretty much just constantly roll two d20's on every attack, save, ability check, and then spend the luck point when you like the result of your luck roll. In the other interpretation, you'd have to choose to spend the luck point before rolling the extra d20, making it far more limited (but also far more balanced).

Lucky feat gives you three luck points. You may spend a point and roll an extra die after rolling your first die, but before knowing if that's sufficient to succeed. Until you have spent a luck point you aren't throwing a second die.
