Does initiative count as an ability check, so that the halfling 'lucky' trait would apply to it (so you get to reroll the first 1 that comes up)?

Yes, initiative is a dexterity check.

Thanks. Is that in text anywhere? I mean it makes sense - if it's not an ability check then rolling initiative is a ??? type of roll, undefined anywhere in the game. But I'm curious.

p. 177 of PHB under Initiative.

...you roll initiative by making a Dexterity check...

Incidentally, the feat Lucky also works with Initiative rolls, as does the Wild Magic Sorcerer's Tides of Chaos feature.

Champion's Fighter also works with it.

You know, initiative is probably the most easily to optimize, out of all the things 5th edition is rich.

Because Initiative is a Dexterity ability check, the Warlock's Hex spell is one of the few (only?) spells in the game that can impose disadvantage on enemy Initiative rolls.
