Whichever you use, the spell consumes the component.   By the description of holy water on PHB p.152, a cleric or paladin can create a flask with 1 hour, 25 GP worth of powdered silver, and spending a spell slot. I assume this is a class feature not mentioned under the class descriptions themselves, something that all clerics and paladins can do by virtue of being holy types. It'll still cost you the same to fulfill the material component requirement of the spell.
