When us ing a monk, does the bonus attack from flurry of blows use the dex modifier? my dm, who is a dm of the adventures league, says that it is not the case because using a bonus attack with unarmed strike is similar to using two weapon fighting.

Yes.

Flurry of blows is not TWF.  So the rules for TWF (both penalties and bonuses) do not apply.

Also, monks are supposed to be better at hitting stuff then a wizard.

Specifically, show your DM the Monk's 'Martial Arts' feature, which says (in brief): "Whenever you make an attack with a monk weapon or an unarmed strike, you can use your DEX modifier in place of your STR modifier for the attack and damage."  There is more to it than that, but that is the important part.

And if you are asking about applying the DEX modifier to the damage, then, as was pointed out already, Flurry of Blows is *not* two-weapon fighting, so what TWF says doesn't matter or apply here.

And neither does Flurry of Blows.
