monks with mage armor or scales

Wait. On re-reading your question I realized you could be talking about more than just Unarmored Defense. If the Monk is required to be unarmored in order to do things, then yes, he should be able to do them with either Mage Armor or dragon scales since neither is actually armor.

No.  Different ways of calculating AC do not stack.  Mage Armor gives you an AC of 13 + Dex, Monk gives you a different calculation.  Choose one.
