This is kinda a spin off with the “Wizard in platemail thread”

Personally I think they've done a really good job with addressing the problems that the awesomely flexible multiclassing in 3.XE brought.

Arcane Spellfaliure/wizards not being able to cast in armour etc is thankfully a thing of the past, the rule is nice and simple: Page 201

“You must be proficient with the armour you are wearing to cast a spell”

They are giving up their capstone Wizard, Warlock, Sorcerer, whatever, ability in order to get heavy armor.  Do they have the Strength score for the good stuff?  If not, then they will be getting a maximum AC of 16.  Which is only 1 more than with Mage Armor and a 14/15 DEX score.  It's the same as what they would get if they had a 16 Dex.  And, really, if they have a 16 Dex, why are they opting for heavy armor?

I think you are seeing this problem when there really isn't one.

There's no issue here. Heavy Armor isn't some runaway train of amazing unhittable AC.

Cleric1/Wizard 19 is not optimal, but not overpowered.

Your still pretty squishy.

Not thinking so much about level 20, since almost every game I've been in has been around 1-8.

So more considering the impact with levels 2-5 and it's relation to their apparent design philosophy for multiclassing and proficiency access.

As people have noted, the STR requirement on heavy armour is whether you recieve the -10 feet penalty to your speed or not. Not a STR requirement to be able to wear it.

The main disadvantage for taking a single level of cleric is it does delay getting higher level spells by a level, so a cleric 1/Wizard X  can only cast fireball at level 6 rather than level 5, despite having as many spells as a 6th level wizard.

And it also delays getting Ability Score Improvements/Feats by a level.

As you say, "Specific beats general."  The multiclassing rules on pp. 163-164 of the Player's Handbook are quite clear about what proficiencies you get.  I am not concerned that the Cleric description lists additional proficiencies under both Class Features and Divine Domains (languages not being proficiencies, I think that part of the Blessings of Knowledge domain feature is the only from which you would benefit).  Proficiencies gained provisionally or at different levels (both of which apply to the Knowledge of the Ages Channel Divinity effect directly below) would not be considered "starting proficiencies" as stated on p. 164, and so would not be affected.

I'd say the Domain features are more specific than the multiclassing proficiencies - even if the domain features are features granted at level 1.

They are not proficiencies on the general class table, they say "At level 1 you gain <these proficiencies>"  Additionally it uses the words "Bonus Proficiencies"

Example; war domain

Bonus Proficiencies

At 1st level, you gain proficiency with martial weapons and heavy armour.
