If a PC has a power, such as the Bard's Cutting Words, that allows the player to reduce an enemy's dice roll, could this be used to reduce a natural 20, thus nullifying a critical hit?

I'm away from my books to look up wording, but a 20 is an automatic hit and a crit regardless of modifiers i.e  1d20[20] + 6 = 26 - 1d4[3] = 23

BR73 Rolling 1 or 20: If the d20 roll for an attack is a 20, the attack hits  regardless of any modifiers or the target’s AC. In  addition, the attack is a critical hit, as explained later  in this chapter. If the d20 roll for an attack is a 1, the attack misses  regardless of any modifiers or the target’s AC.

As I understand it, you're only reducing the total of the attack roll, but the total of the attack roll doesn't matter because the die roll was a 20 - which means it automatically hits and does critical damage.

I would need to read the ability more closely, in order to tell for certain.

I'm reasonably certain that Cutting Words or other roll-modifying abilities just modify the result, similar to half cover or using the Sharpshooter feat.

However, forcing a complete re-roll could of course nullify a critical or "natural 20."
