Oathbreaker "Aura of Hate"

Am I reading this ability wrong, or does it apply to both friendly and un-friendly undead/fiends, and is the Paladin unable to turn it off?

Yes, I would say that  it applies to any undead/fiends within range.

I would also rule that a Paladin cannot turn his aura off as it is part of their being. 

Having an aura is a reflection of the Paladin's devotion to their cause, therefore it is always on.  At least whilst conscious.

To me the only way to lose the aura is to stop being a Paladin.

I'm OK with this even from a player perspective. If you're going to be an evil PC, you should have an ability that can be somewhat of a double-edged sword.

 

Especially consider how powerful the Oathbreaker is overall. Mass frightening Channel Divinity? Animate Dead and Contagion as Oath Spells? Potentially control a Death Knight? Resistance to all usual weapon damage types? Yeah ...
