Obtaining Spells

So wizards can add new spells to thier spellbooks by finding new spells in other spellbooks, or scrolls and copying them into thier spellbooks.

 

Are there any rules posted for purchasing spell scrolls, say in a town or city, that can then be added to a wizards spellbook?  Are there costs listed anywhere for this?

By default, magic items are not for sale. The DM makes them available as fits their campaign, which includes shops if appropriate, scrolls as rewards for services or quests, and scrolls in treasure hoards. (The default DMG treasure table makes them available rather frequently.)

 If you're mainly concerned with the opportunity to learn new spells, particularly specific ones, your best bet is generally to find an npc spellcaster who has the spell you want and learn it from them. Otherwise it can be a bit random as to which spells you end up with by finding them amongst treasure, as quest rewards or on your enemies' corpses.

The DM does have a cost chart with ranges for cost based on common, uncommon, etc. with spell level determining rarity. Another way to drive the adventure narritive and find spells you want is to do jobs for NPC spell casters and ask for part of your pay to be a certain spell.
