Does anyone know why that is? |

If I guessed, I would say that the polymorph spells turn a creature completely into a different creature, retaining only personality. Shapechange and Wild Shape are sort of hybrid abilities that allow the user to mix and match features from their own character and the new form.
As a storm giant true polymorphed into a dragon is effectively now a dragon in every regard, I would let it take any legendary actions of the new form.
Lair actions are a bit different, as they imply the creature has a lair. I would allow a (true) polymorphed creature in a form that allows lair actions to take those actions only if it can establish a lair typical to the new form while under the effect of the spell. |
