Do they stack? If you're taking the Whirlwind Attack action, do you get one extra attack with your offhand due to TWF? If not, why not? Thanks!

I would have to say no.  Two Weapon Fighting says when you take the Attack Action you can make an offhand attack as a bonus action.  Using Whirlwind Attack is an action, but it is not the Attack Action.

Horde Breaker works though.

As do several other bonus action attacks.

I believe this is intentional and almost all sources of bonus action attacks have a similar "When you take the Attack action" requirement.  It would have been possible for the rules to have been written so that the Multiattack feature would modify the Attack action instead of being its own specific kind of action, similar to the way that Extra Attack still uses the Attack action.

That being said, if you want more bonus action attacks + other attack special actions in your game, feel free to allow them.  Whirlwind + two-weapon fighting seems rather benign, but also consider Polearm Master + Whirlwind, or Whirlwind + Flurry of Blows.

Actually, saying you Whirlwind 3 targets with a rapier (assuming you are a Dual Wielder), you lose 2.5 damage per target in comparison to a greatsword.  One extra attack (from hypothetical two-weapon fighting) would easily make up the 7.5 "missing" damage in many scenarios, so you're not really trading off any damage and two-weapon fighting becomes strictly better for Whirlwind.

One legitimate way to get a by-the-book bonus action attack with Whirlwind would be the Great Weapon Master Feat's "cleave" feature, a sort of restricted and not abusive "bag-of-rats" scenario.  Also, Hordebreaker still works with Whirlwind, as mentioned.

Eh... remember, you can potentially get colosus slayer against each target.

And you can get horde breaker too (with a 2-hander no less).

Or your beast can attack.

So... it probably doesn't need more help.

A two-weapon ranger apparently doesn't need an extra d6 on whirlwind attacks to do his or her job.  If you want to invest in strength and wield a greatsword for Giant Killer or Hordebreaker, that's certainly one way to play.  I don't think it is inherently stronger than two-weapon fighting or ranged combat, and it does penalize rangers a fair bit if they choose to ignore their dexterity, but it is an option.

Just remember that TWF requires a bonus action in order to use the off-hand attack and you only get a single bonus action on your turn.

Whirlwind Attack doesn't work with Extra Attack or Two-Weapon Fighting because you aren't using an Attack action.

It's similar to how a two-weapon Beastmaster cannot off-hand attack if he orders his beast to attack...

Horde Breaker and Greatweapon Master bonus attack do work, yeah.
