#1 BGracian Aug 18, 2014 12:41:10	Who can use scrolls?     Dedicated spell casters (Wizards for wizard spells)?   Any class that have some spell casting ability (Arcane Trickster for wizard spells)?   Anybody?
#2 shivafang Aug 18, 2014 13:09:23	It depends which rules you are looking at until the final DMG is published and we know which rule are the 'official' intended rules.   In Lost Mines of Pelemvor it works like this;  - You have to be a spellcaster with the spell on your class list and a high enough level to cast it.  - otherwise it is unintelligeable.   In other words, only spellcasters with the spell on their class list and a high enough level to cast it can do it.   There's some disagreement on what it says in the DM Basic Rules, but my reading is this;   - You have to be a spellcaster with the spell on your class list and a high enough level to cast it.  - otherwise you make an Arcana check DC 10+spell's level.  If you succeed it works if you fail the magic on the scroll vanishes.   In other words - anyone can cast a spell from a scroll with an Arcana check.  If a spellcaster with the spell on their class list and a high enough level to cast it they can do so without an Arcana check.     Some believe that you still have to be a spellcaster with the spell on your class list to get the Arcana check - if you are not a spellcaster or do not have it on your class list you do not get the Arcana check.  A strict reading of RAW using the rules of the English language fails this interpretation, though.     I invite you to read a thread where this has been debated at length to form your own opinion, though; http://community.wizards.com/forum/rules-questions/threads/4125181
