All right, I'm banned from seeing the books while a snarly tyrant of a DM promises to put us through D&D Hell (which probably means he's modeled my henchman after my mother-in-law). How do you get new skills? I apologize if I seem stuck on stupid, it's probably obvious, but I just went through a marathon work-week and and kind of mentally tuned out at the moment.

 

(PS: The snarly tyrant is actually a cool guy, but he wants to try something and says we just have to trust him. I smell doom.)

There isn't any general way to get new skills, though some classes offer training at some points. There are downtime training rules to learn a new language or a new tool, but not a new skill.

If your "Snarly Tyrant of a DM" allows Feats you can gain new Skills via the 'Skilled' Feat (PH p.170): 

 

Skilled

If you multi-class into rogue, ranger or bard you can also pick up another skill.

Also: it's worth pointing out that "Skills" in 5E are specific applications of Ability Checks, and Proficiencies are simply skills you are especially good at.

 

So you can make a reasonable case that a Cleric who isn't Proficienct in Religion is still able to make Intelligence checks for Religion, they just won't get to add their Proficiency Bonus.

 

It's a lot closer to the way I'd run 2nd Ed - "do you think your character might be good at that sort of thing, cool then give me an Ability check".
