The decription of Divine Smite specifies paladin spell slots, so it doesn't seem so. Also, pact magic slots are regained after both short and long rests, so they would give you extra uses of smite above and beyond just the number of pact magic slots you have, which seems fairly overpowered.

Jeremy Crawford lead designer of the edition has stated that the part in divine smite that says it requires paladin spell slots is just fluff, meaning you can use any spell slot you have available to you. That includes Warlock spell slots that come back every short rest.
It's just one way of getting more divine smites. It's not particularly overpowered. You're trading your paladin advancement for more slots to cast spells. |

It is also true to say that all of your slots are warlock slots because you are a warlock and they are your slots.
It is also true to say that all of your slots are paladin slots because you are a paladin and they are your slots.
Ergo, all of your slots are both warlock slots and paladin slots at the same time. This isn't an accident; the rules are deliberately written that slots are just slots, not exlusively tied to one of your classes.
Yes, pact magic slots can certainly be used to power Divine Smite. |

The Warlock is balanced against full casting classes, so it shouldn't be surprising that taking Warlock levels gives the Paladin more slots than he would have otherwise. Compared to a Sorcerer MC, the Warlock seems mild. |
