Taking Average on Hit Dice and all healing, not just hit points on level up

The DMs at my local store seems to think that the rules for taking average on hit dice at level up applies to healing dice. As such people don't only gain average+CON to total hp on a level up, but hit dice on a short rest are taken as average, healing spells such as cure wounds are taken as average and the healer feat etc is taken as average.

Having recently read the rules again, is this correct? My assumption now on the way the rules is written is that it's only the level up HP die where you can take average, since this is the only area where it's specifically mentioned. Not spell slots and hit dice spent on a short rest to regain hp, in other words normal healing.

Would like to ask for a little clarification on this from the wise members of this forum ^^

How do you clarify an absence?

Can he show where it says the averaging applies to anything other than hit dice at level up?

why would healing be represented by dice at all? Im calling your DM out on this one! HD are meant to be rolled, as are healing spell dice. Now I could see a DM house-ruling that so no one ever rolls a 1 on healing which is ok if that what the group likes.

They haven't particularly argued it since I haven't brought it up, that's just the way it's been done since our first few games (before I'd completely read the rules) and because of that it's only recently I read over that section and went "huh, that actually looks like it only applies to level up dice".

I'll raise it at our next session, I'm pretty it's just a misunderstanding over the "taking average" adventurer's league rule for level up dice after all. I'm also fine with that continuing to be a house rule in homebrew games. It's just that with season two starting next week for us and a whole host of new players signing up I thought it may be worth clarifying for official games.

Either way thank you for the rapid clarification!

Are you playing AL?  If not, it may be a house rule.

If you are, they are mistaken, get ahold of the AL players guide, it says to use the rules in the PHB, except do not roll for stats, and do not roll for hit points.  Says nothing about don't roll for healing.
