Touch Spells

A couple questions regarding touch spells. For context, I'm a Tempest Cleric 2.

 

1. I just took Inflict Wounds, a touch spell. It says it's a "melee spell attack". I'm assuming it uses my +4 spell attack bonus rather than my +3 Strength bonus? (Or +5 warhammer)

 

2. If you miss with a touch spell, what happens? I didn't see any specific rules in the spellcasting section of the PHB. Do you maintain the spell until you successfully touch, as in Pathfinder? Lose it when you cast another spell (Pathfinder)? Or do you just lose it completely if you miss?

 

3. The feat Spell Sniper "doubles the range" of your spells. Does "Touch" have a double? Like would it go out to 30 feat (the next "range band" on spells)? Or does the feat not affect touch spells?

The only thing that will change your range from touch is the Sorcerer's Metamagic "Distant Spell", which changes it to 30 ft if you spend 1 sorcery point. Spell Sniper won't do anything unless the spell has a range in feet. So the two combined can get you a range of 60 ft for touch spells. Not too shabby! If allowed you could multiclass that Tempest Cleric into a Favored Soul Sorcerer for some pretty potent magic.
