Understanding ECL?

Could someone help me to understand ECL in D&D please? I am creating a Wemic barbarian who has an ECL of 8 + class level. How much experience do I need to get Uncanny Dodge? I am starting the game as lv 1 or ECL 9. For the level prerequisites, do I go by ECL or actual level? If it goes by my actual level, does that mean I need to get 45K xp to get Uncanny dodge? Also.... I get a racial hit die of 5d8, does that mean I start with the 5d8 + the d12 for barbarians? Please help with my ECL questions. My DM and I are both a little confused about it.
