Use Magic Device

I notice that the Rogue 13th level ability to use Magic Items. Does anyone have knowledge of using Magic Items in general? I am looking to find out if a fighter would ever be able to use a wand or a scroll. I cannot find anything in the Basic Rules to help me out on that.

The general rules for magic items and their use will be in the DMG.

 

However, from the few items in the Starter Set adventure, we can see that scrolls can be used by anyone that has the spell contained on the scroll on their class spell list, and that at least some wands are able to be used by anyone regardless of class (the adventure only has one wand, and it is usuable by anyone).

 

Other than that, items specify if there is anyone that can't use them (the starter set items that are restricted in use are all "if you have the spell on your spell list" restrictions).
