Wand of Paralysis

The DMG states that the Wand of Paralysis requires a spell attack with the user's spell attack bonus.  On a hit the target is paralyzed for 1 minute.  The target is allowed a save at the end of each of its' turns to end the effect, as well.

 

1)  My take is that the target does not get an initial save, that just a hit is sufficient.  Therefore an ancient dragon would be knocked out of the sky by the initial hit as Legendary Resistance would not come into play (though it would need to be hit).

 

2)  There's no indicated DC listed in the DMG for the ensuing end-of-turn saves.  Since it's attuned to a spellcaster, I assume it uses that spellcaster's DC?  What sort of save is this?  There is no Paralysis spell to reference.  Is it Wisdom, like Hold Person/Monster?

 

I get the feeling this item was changed up between play test and final product between a save-vs-DC spell and a spell-attack spell and is still a mess.  Any clarifications out there?  Thanks!

The Paralyzed condition caused by the creatures in the Dungeon Master's Basic Rules is usually Constitution save (the only exception is the Mummy's Dreadful Glare, a Wisdom save).

 

However, the Hold Person spell also requires a Wisdom save.

 

I'd use Constitution, since the effect seems more physical than mental (what I believe Hold Person and Dreadful Glare would be).

 

NOTE: The DMG suggestion does seem at odds with the rules for the Paralyzed condition; perhaps they had other forms of immobility in mind, and used the term paralysis without considering the condition mechanic. It happens.
