I mentioned this in passing in another thread a while ago (many months) and either it got glossed over or this is just so obvious that no one bothered to say anything about it.

I read war caster as being a more specific restriction than twinned spell - it is specifying that only one target can be had, and it must be the one provoking - rather than being a more permissive condition that creates a list of spells that can be used but only if conditions are right.

See the Basic Rules, pg. 79, under the heading for Range; fireball does not target creatures, it targets a point in space (as is typical for AoE spells). Only spells that specifically target a single creature (whether that is by caster choice or spell limitation) can be used with the War Caster feat opportunity attack.

I agree with lawrencehoy. War caster needs the spell to target only that creature. Fireball targets a point on the ground.

 

Both mechanics have the exact same restrictions on the spells that can be used, the devs just worded it differently to confuse people.
