Pact of the chain states "...when you take the Attack action, you can forgo one of your own attacks to allow your familiar to make one attack of its own."

So if MC fighter with multiattack + action surge can I have the familair make all the attacks? Or just one?

Multi-attack lets you make 2 (or more) attacks within the same attack action. As the text states, you can forego one of your attacks so the familiar can make one attack, which leaves you with the other attacks for different purposes.

The action surge lets you make another action. That can be another attack action. You can forego another attack, so the familiar can make another attack.

So the answer to your question is neither, because the warlock/fighter can let the familiar make 2 attacks when he uses action surge.

Your familiar can make 2 attacks.  Your first action, and your action surge.

It doesn't work with multi-attack.

Though, they have rather weak attacks, so it's probably not a good idea in most cases.
