Give +2 to an ability score and +1 to a different ability score. Movement speed for both races will probably be 30' and size would be medium. Consider the height, weight, appearance, and default alignment for most members of the race. Consider the languages spoken by the new races, in this case probably "common plus one other" for both. Grant a few special abilities such as spellcasting abilities for the half-vampire or passive bonuses for the werewolf. The stronger the abilities, the fewer of them the race should have. As a relatively uncommon PC race, I would keep the number of abilities on the smaller side. Use the Tiefling or Drow for examples of appropriate spellcasting abilities for a PC race.
Actually, the Drow Elf race is a pretty good template for a half-vampire, since they are sensitive to daylight and have improved darkvision, as well as bonuses to ability scores that are generally high for vampires.
I would make the following changes to Elf (Drow) from the Player's Handbook to emulate a "half-vampire" or "vampire spawn" PC race:
Keep the ability score increases the same.
Keep Superior Darkvision.
Keep Sunlight Sensitivity.
Change appearance as appropriate. Give them a lifespan, although it could be rather long. Treat the race as humanoid, not undead.
Remove the Drow weapon training feature. Replace it with something about drinking blood- Half-vampires can drink the blood of one willing humanoid creature instead of eating and drinking for a day. If a half-vampire feeds from the same humanoid more than once in a week, that humanoid suffers from two levels of exhaustion per additional feeding.
Instead of Trance, create a similar feature such as: Half-vampires cannot sleep in the presence of sunlight. Many prefer to sleep in specially prepared windowless rooms or underground chambers. Most half-vampires sleep during the daytime.
Change the name of Fey Ancestry to Vampiric Ancestry, but retain the benefits.
Keen senses seems to fit the vampire theme.
Change the Drow Magic to Vampiric Powers: You know the friends cantrip. When you reach 3rd level, you can cast the inflict wounds spell once per day. When you reach 5th level, you can also cast the misty step spell once per day. Charisma is your spellcasting ability for these spells. |

| #5Captain_KoboldSep 09, 2014 9:26:01 | Alternatively, for more powerful options, make them a few class levels. Both are generally a rider on an existing race, and may give options that would be a little too powerful for a race. |

I like that idea for the werewolf because your not always shifted and you have the option of being a wolf or the werewolf which works because you can learn new abilities every level such as more hit points, different attack abilities such as the monks, fighters or barbarians have or AC changes that can stay present when your even in human form I guess. |
| #7tonka586Sep 09, 2014 9:48:39 | now that i think about it the shifting would work much like the barbarian rage ability |
| #8HailroboniaSep 09, 2014 10:19:57 | Play a monk and reflavor your abilities would be my suggestion. |

I've given some thought to a 5E vampire class. Tomorrow, I'll have to locate and post my notes. |
