What happens in Darkness?

I was wanting to know what happens/conditions apply to creatures within a Darkness spell.  Without a way to counter the spell's effects, it would seem that they are effectively blind but the spell description does not specify that they suffer the Blind Condition.

 

Any help would be greatly appreciated!!

PHB Page 183, under the heading Vision and Light:

Darkness creates a heavily obscured area. Characters face darkness outdoors at night (even most moonlit nights), within the confines of an unlit dungeon or a subterranean vault, or in an area of magical darkness.

Does the spell Darkness actually do any good?  What I've noticed is that if two combatants are in Darkness, they gain Disadvantage because they are unable to see, but then gain Advantage because their opponent can't see them...which leads to a situation where Darkness doesn't impede attacking at all.  This seems a little weird to me.

My Warlock has Devil's Sight, but never took the Darkness spell.  Thankfully, our Arcane Trickster Rogue did take it and uses it sometimes.  So, he'll drop it on a group of bad guys then my Warlock will waltz in and take advantage of the situation.  (See what I did there?)
