Can't find it in the PHB...

What modifier do you use, is the modifier class dependant? Do I add my proficiency modifier? Do I add the mod to the damage? If I'm a Cleric MC Wizard, do I use WIS for Inflict Wounds and INT for shocking grasp?

A spellcaster making melee spell attack use 1d20+ his proficiency bonus + his spellcasting ability, as indicated in his class entry under Spellcasting. The modifier doesn't usually apply to damage rolls, only to attack rolls and if you multiclass into another spellcasting class, each Spellcasting will refers to its own spellcasting ability when casting its own spells. See the for exemple;

PHB58 Spellcasting Ability: Wisdom is your spellcasting ability for your cleric spells. The power o f your spells comes from your devotion to your deity. You use your W isdom whenever a cleric spell refers to your spellcasting ability. In addition, you use your Wisdom modifier when setting the saving throw DC for a cleric spell you cast and when making an attack roll with one.

  Spell save DC = 8 + your proficiency bonus + your Wisdom modifier

  Spell attack modifier = your proficiency bonus + your Wisdom modifier

The reason they call it a melee spell attack is so that you know you don't have disadvantage when making the attack with an enemy adjacent to you (wheras you would with a ranged attack)
