Wild magic timing.

So I have a halfling wild mage and he often uses Misty step. If he rolls a wild surge when and where does it occour?

 

Before the spell goes off. He is still in the target area if it is a fireball etc. and then he teleports.

Or he teleports first and then the wild magic effect happens to him at the new location.

You roll for the surge after casting the spell, so I'd say the surge effect takes place after the effect of an instantaneous spell. So you would teleport first. But then the fireball would be centered on your new location.
