So, under the Qualities and Content Standards, it says that WotC does not support 3PPs publishing anything to do with: pornography, sexuality, excessive violence and/or gore, as well as
existing real-world minorities, nationalities, social castes, religious groups or practices,
political preferences, genders, lifestyle preferences, or people with disabilities, as a group inferior to any other group or in a way that promotes disrespect for those groups or practices, or that endorses those
groups or practices over another.

existing real-world minorities.

An imaginary cast, minority, or race is not a real-world one. Even if dragonborn speak German.

Now, my question will seem very base and idiotic, but think about the implications for a moment.

Does this mean that 4E will not allow any content to be published or reinterpreted from the 3E Legend of Five Rings: Rokugan DnD cross-over campaign supplement?

This being said in the sense that L5R specifically promoted the social caste system of Feudal Japan, represented nationalities and minorities in a round-a-bout manner, and endorsed the caste system and the superiority of it by saying that characters would more than likely be from the samurai caste for roleplaying reasons.

I understand that AEG may definitely not promote a 4E cross-over of its products, but what does this spell for anyone who wants to flesh out Oriental Adventures to the same extreme that AEG went?

Me thinks this GSL, if taken too literally, will strangle creativity from the 3PPs.

The important part of that section is " promotes disrespect for those groups or practices, or that endorses those groups or practices over another"

You can copy a caste system from RL, just doesn't make RL social commentary that is better or worse that something else. Pure imagination in a fantasy setting is fine. Just don't judge the 'thing' for what it is. Just use it.
