2 things... making a weapon and throwing items.

I want to make a character who is basically duel weilding grappling hooks... or 1 grappling hook,1 anchor.  They would be attached to rope but I need to know their damage.  Also how far am I capable of throwing these things?  Where can I find out how far I can throw items of certain weights?  I am playing 3.5 btw.

 Are you talking about an anchor with a grappling hook tied to the other end of the rope? Or are you thinking of something like Kratos' weapons from the God of War video game -  a long rope held in each hand with a weapon on the end?

It's really entirely up to your DM whether or not he or she allows you to use your hook/anchor combo as an actual melee weapon, rather than an improvised weapon -  by the rules those would be considered "improvised weapons" - they're not going to do a whole lot of damage because the damage of improvised weapons are based on their weight.
In 3.5 I think the damage charts for improvised weapons were in the DMG, but it's been a long time since I looked at them. The rules for throwing objects are also in the DMG, I believe under the rules for other STR-based actions like lifting and dragging. One would assume that the grappling hook, at least, could be used in it's regular fashion and thrown the length of the rope outside of combat.
 However, I don't think you could reasonably expect to use something like that as a ranged weapon in combat, since it'd require several actions to reel it back in so you could throw it again. Since you're planning to have a weapon in each hand, how are you planning to reel them in after you throw them?

Have you considered using the weapon stats of a spiked chain to represent your weapon? You could easily flavor it as a grappling hook and anchor, and it does have the reach property so you can attack opponents from two squares away. You can also disarm and trip with it.
