I was wondering if anyone knows it's racial adjustments to attributes(STR, DEX, CON, etc), Monster Manual III doesn't seem to offer the information(No "as characters" entry as there is with the poison dusk lizardfolk for example, nor is there "the Blackscale lizardfolk presented above had these abilities before racial adjustments" line, at least that I could find.). Also tried checking the tables in the back of Savage Species, but no luck.

you are correct, its not in the MM3.
the DMG says on page 172:
subtract 10 (if even) or 11 (if odd) from the monsters ability score. this gives you the modifier. this will give you +8 str, +4 con.
for the Int and Cha, there are a pair of tables that you use to calculate the score on (pg. 173).

Hmm it seems that the INT table on pg 173 of the DMG is incorrect. Doesn't even go along with the example given in the instructions on how to use it, which uses a minotaur as the example monster. The table gives one number while the example says I should get another, the MM1 supports the number given in the example.

And the eratta I have doesn't seem to correct the table.

Blackscale Lizardfolk
Str +8, Con +4, Int -2, Cha -4

With four racial hit dice and a +3 level adjustment, playing a level 1 blackscale lizardfolk character is equivalent to a level 8 character.

Was really only looking for the racial ability adjustments, knew about the ELC and level adjustments,

How did you get the correct INT with the incorrect table on page 173 of the DMG? That's what is still confusing me a bit. I'm actually rather surprised it hasn't been corrected after all this time. (Nevermind heh)

Looking at the table it appears to be 'correct' until line '10,' I realise that this is to ensure that PCs do not get an INT score below 3, but it is still a bit annoying that the example instructions do not match the table.
