You know, there was at least one website out there somewhere that went into some details about history's most colourful autocrats.

Erzsebet Batori, Caligula, De Sade, and so on:  these are only some of the most infamous and peculiar nobles and kings whose selfish whims of the moment were the only "law".

Wherever such dictators rule lands with nominal systems of law and constitutions, such kings thumb their noses at such presumptious laws, and cry out that their own irresistable might, granted by Divine Right, gives them the power of life and death over their subjects and all that they can conquer, to make and break rules as they please, and their subjects have no right to object until the day that some among them are strong enough to dare resist that Divine Right.

Written constitutions printed and held by private citizesn, codexes of law set in clay and housed in public buildings, and commandments carved in stone and brought down from mountain tops were developed to check the chaotic whims of kings, emperors, and judges, often in direct reaction of people to the excesses of autocrats who respected no laws.

So, yes:  Chaotic autocrats are certainly possible

(I think such rulers tend toward Chaotic Evil far more often than other alignments, largely because the ones who respect individual rights but not laws, yet still desire power over others, rarely command the necessary respect and fear of their subjects for long.)

Check out the fantasy series: Belgariad and Mallorean. You will find The King of Gar Og Nadrak who spends most of his time in the borthel and alehouse (where the evil clerics of the Dead God Torak who have control of his Kingdom dont care to venture). It is there that he does his King business - free of spies and those who would turn his kingdom into a bloody sacrifical altar. He isnt fanatical about dying or getting others killed.

A chaoticily aligned leader doesn't neccessary result in a chaotic civilization.
Look closely at the drow society. The entierty of the drow are chaoticly aligned, their cheif deity is chaotic, but there are still laws and boundaries. Even Loth has rules which her clerics must follow.
Chaotic alignment can vary from "pushing the edge of law", to out right arbritraryness, where absolutely nothing makes any kind of sense what so ever (the chaos realm).

'Any Act causing Government, Law, Constitution, Sovereign to be held in hatred and or contempt is a Seditious Act.'

The problem is only he who pulls the trigger first can determine whether any act of Law, Government, Constitution, Sovereign causing government, Law, Constitution, Sovereign to be held in hatred and or contempt is a Seditious Act...even though the law allows for it to be so.
