| #1J_StillfeatherMay 12, 2015 13:39:40 | Why does all 5th edition modules start at 1st level but end at 15th level and not 20th like the modules in every other edition? for that matter why are 5th edition modules designed using at least one monster that is completely beyond a first level parties ability to handle by the XP budget a 1st level party should never face monsters exceeding 400 to 600 XP value so why does Horde of the dragon queen drop a CR 16 adult blue dragon XP: 15,000, My question here is why is wizards producing unbalanced campaigns that constantly fall short of max level? |

And forcing low level characters to face off with unbalance monsters generally ends with a wipe - the XP budget is in place to provide balance and the available modules are violating that balance. I'd like a clear answer why Wizards the people who deesigned the XP Budget are releasing modules that are ignoring the XP budget balance. and capping thier campains at level 15. Horde of the dragon queen Starts at 1st level ends at level 8 and rise of tiamat starts at 8th level and ends at level 15 so where is the third book in the series that starts at level 15 and ends at 20th level.
