Is there a feat/item/etc that allows the fighter to use cleave when charging?

There might be, but the only way I know of to accomplish that is for the Fighter to take the Swordmaster paragon path, which gives him the Steel Grace feature. It's in the PHB, so check it out.

Spirited Rider from the 2009 Dragon Annual will let you cleave when charging, but only when mounted.

What TheOUCrew said. It's the only thing there is. And to be honest, as this requires a somewhat specific subset of feats, equipment and such, it's probably not really worth it. Too specific and all that.

new Half Elf feat in the last Half Elf article.  Allows the use of your dilettente power as a basic attack.
