Cleric's Healing abilitys

The healing that cleric's get at first level heals 1d6 + (if the person being healed disires) one healing surge.

The book states only one healing surge per encounter, question is does this healing ability null and void that? or if healed once (and used a surge) does that mean that said cleric can only now heal that same person for 1d6?

Group is leaning towards the 2nd choice but they would like comfrimation from an outside source, thank you for your time.

You're confusing Healing Surges with Second Winds. They are different, but related things.

You can't spend a healing surges unless a power or effect specifically allows you to do so. When you do, you're healed for the value of your healing surge (1/4 your max HP)

Every player character has the Second Wind encounter power. You can use this once per short rest, and it lets you spend a healing surge in addition to giving a boost to your defenses.

A cleric can use this power, and other powers to allow allies to spend healing surges. It's possible for a character to burn through several healing surges in a single combat very quickly - a fighter could receive two Healing Words, use his Second Wind, and even get to spend one from the Cleric's Healing Strike - spending four healing surges in as little as two rounds! I'd imagine you' be taking a real beating in that case!

A cleric's Healing Word power allows one of the cleric's allies to spend a healing surge (immediately) and heal additional HP (1d6 or more depending on the Cleric's level, plus the cleric's wisdom modifier). The character can opt to not spend the surge, but if they do they don't get any healing at all. Similarly, if the character doesn't have any healing surges left, he doesn't get any healing at all.

There are some powers that heal "as if the target had spent a healing surge" - these powers don't use up any surges, and they also don't care if you're out of surges either. There are also some powers that force you to use a healing surge, but you don't get any healing yourself (like a Paladin's Lay on Hands) and some monsters have attacks that cause you to lose a healing surge too (such as wights)

Also keep in mind that, as stated in the PHB (Don't have it handy for page reference right now), that "Specific trumps General". If a rule states you can't do X, but your Power says do X, go with the power as the specific, rather than the general.
