Cleric - Cure Light Wounds Daily Power Questions

Question 1)
This power is 'Melee Touch' so this power can be utilized during combat?  If so, how?  (Attack roll to hit allie or something?)

Question 2)
This power is 'Devine Healing'.  Does it gain the bonuses from either "Healer's Lore" and|or "Pacifist Healer"

Yes, Cure Light Wounds can be used in combat.  It has no 'Attack' line, so you must merely be adjacent to an ally to use the power on him (or, obviously, you can always use it on yourself).

Pacifist Healer and Healer's Lore do not affect Cure Light Wounds; the target does not actually spend a healing surge, so there is no benefit.

Not necessarily to disagree, but just to understand the arguments when I am debated (I'm actually the DM that will need to show why).

I can see the point for Pacifist Healer "When you use a divine power that allows a target to spend a healing surge...". 

But why not Healer's Lore?  It just says Healing Power, does it not?  Healer's Lore: "Add Wis modifier to hp healed on cleric healing powers."  Is Cure Light Wounds not a cleric healing power?

Healer's Lore, Updated:
"Your study of healing allows you to make the most of your healing prayers. When you let a creature spend a healing surge to regain hit points with one of your cleric powers that has the healing keyword, add your Wisdom modifier to the hit points the recipient regains."

There is no loop.
