If I start with a Dragonborn does he start with both racial feats stated in Race, and get to pick one feat from the feats he fits pre-req for? Or does he only get one feat total to start?

One feat total to start.  He simply meets the dragonborn prereqs for the dragonborn racial feats.

Note that Racial Features such as Draconic Heritage (that grants you +Con mod when using a Healing Surge) are not feats, and you gain all of those detailed on the page for your race automatically.

All the Feats you can choose one from, are detailed in the chapter about Feats.

That's why if you're a dragonborn, you auto get dragonbreath.

I'm trying to identify "both racial feats stated in Race". I have the Player's Handbook right here and it has three racial features, one of which is a power - but no feats at all on PP 34-35.

The Character Builder also doesn't think any of the Dragonborn racial features are feats. (It does think one of them is a power. But of course it isn't a class power, so doesn't count against class powers.)

Racial features, you get them simply for being of that race - unless they contain something that says otherwise.

If it's on page 34, it's a free racial ability. If it's in chapter 6, it's a feat.

At level 1, a Dragonborn has one feat to spend on something they meet the prerequisites for (if there are any prerequisites). For instance, Enlarged Dragon Breath is a feat that only Dragonborn can take, but it's not free. You can take it with your one feat at level 1 though. You could also take Weapon Focus instead if you wanted, or whatever else.

Some races have options that you have to choose from, like the Genasi from the Forgotten Realms Player's Guide, or the Shifter from the Player's Handbook 2, but Dragonborn have no racial options to select; just get them all.

I think you are getting a bit confused by the termonology here.

Races and classes (and eventually Paragon Paths) all have various FEATURES which let you do things.  FEATS are a build option that you choose at a particular level.

The two are different.

Having said that, sometimes classes or races give you an extra feat, as described in their Features.
- Humans get an extra Feat at level 1
- Wizards start with the Ritual Caster feat, but they can choose Alchemist instead
- Ranger build options give extra feats depending on your build

In any of these cases the extra Feat is explicitly stated in the Features list somewhere.

Did that make sense?
