As king of this council, how might you recommend I "discipline" a member who disobeys or makes a detrimental action to the council? Without the punishment itself being a detriment to the group? Any and all help would be useful, thanks for taking the time to read this!

If you're talking about other player characters, I recommend that you not "discipline" the members as that is likely to go very badly and result in arguments between players, and the DM choosing sides. If "discipline" must occur, for some reason, talk it over between the players (not the characters) and determine what you all think would be fun. One suggestion you might make is that even though you're the "king" everyone is responsible for the actions of another member, and so everyone must be punished together. That might ensure that whatever actions the council takes will be interesting for the players, if not the characters. But having one player character in charge of other player characters is rarely a good idea. I wish you luck.
