Whether it is possible to use a rod of  metamagic for creation of a wand? and take effect.

I think that would be allowed. It's certainly possible to create s wand of a spell with a metamagic feat applied if you know the feat. The item creation would deplete one of the Rod's uses for the day.

However, this is not a way to make a wand that breaches the limit of storing a fourth-level spell (any more than applying a feat you know is.) For the purposes of creating items, the level of the spell as modified by applied metamagic feats is used for determining the price of the item; thus for example, a wand of Empowered Scorching Ray would be a 4th level spell for item creation purposes, requiring a 4th level spell slot each day and a caster level of at least 7. This would be the case whether the crafter knew the Empower Spell feat or was applying it through a Rod of Empower Spell.
