Ok a friend of mine sent this to me wondering if this was a good character.

Character: Ra Heldenhammer

Appearance:Tall, Blueskined, long black hair, and ocean blue eyes. Often wears a black robe with a Dragon skull on t.

Race:Merfolk

Age: 24

Background Story:
The son of a male cleric of Eadro the god of the merfolk race, and a female diplomat belonging to the Va Tribe. Grew up in a higher middle class lifestyle and enjoyed reading book on the shore (not that he had much of a choice). By tradition he was held to clerical training being the son of a cleric. Despite being the envy of many merfolk youth and young adults he found no completeness in his clerical training until one day a corpse of a necromancer was found by the shore. On the dead body was a book that preached about necromancy and the god Faluzure. This led him to study the art. Death soon became his domain.

Although at first the other merfolk viewed him with suspicion but they soon saw profit in his studies.(expanding soon)

Weapon (only one): Blessed WarHammer

Abilities:
1.Causes a minor earthquake of sorts when his warhammer hits earth within 10 feet of water. worst this can do so far the best this does is knock the opponent off balance.

2.Has a spell that gives him two humanoid legs for 20 hours replacing his tail.

3.Has a wide variety of low level water-based attacks.(must be near or in water)

4.He can give rise to an undead creature within 20 feet of him.

5.Can preach about Faluzure well enough to convert the extremely poor, low level necromancers, and on and off chance the middle class(although technically can convert anyone). And can use his static as pretty much the Merfolk High Priest of Faluzure for Political situations.(Bluff)

6.Can Bless a weapon in the name of Faluzure making it slightly stronger against 'Good' enemies.

Oh sorry forgot to ask what was people opinion on it. This is obviously a rough set up before he starts rollin dice. Thinf such as 'is it possible', 'within the rules', etc.

Coming up with a concept and then fitting stats to it is great. I enjoy it.

His are unconnected and rather specific.

Give rise to an undead creature within 20 feet? Well, is he proposing mechanics or isn't he? I can only presume that he's being stuffy, because he hasn't actually attached something to that that could be used in a game (Spell? Domain ability? How often? What sort of undead?), but he didn't just use any number of extremely obvious options available to him. Like, say, I don't know, the spell Animate Dead. Or even Summon Undead from the Spell Compendium, which is the low level option.

So basically I'm vastly annoyed and get the sense that he's just trying to impress me with his creativity.

What does he want help with?

The character background stuff: fine. Not great but good enough for a start.

The rest: Is this the character? or the Hammer?

Either way, whether those abilities are appropriate or not depends on character level.

You have to, as Eikre said, get some mechanics worked out, but you need to get a lot more information out there if you want advice.

its his character

So in other words its a good start but no one can really help until he rolls dice and makes stats.
