my DM gave me a mental link to a dragon anyone know how to make him part of my char new to 4E is there a leadership type feat or ability i can take

Nope, nothing currently published.
Under the current published rules, unless your character is a ranger using the Beastmaster class features, an intelligent dragon would have to be either a mount or an NPC party member.

Home-brewed something-or-other might work. The nearest options I could think of would be either a massive retooling of the familiar rules, which would essentially turn your dragon into a minor pet, or perhaps making a home-brewed Multi-class Ranger feat to get the Beastmaster Ranger's animal companion features and then use multi-classing to get powers to use with it.

How do you know for sure you aren't the dragon's familiar already?

Careful. Don't let these thoughts leak into the mental link, or else you'll find yourself dragon-chow. Dragons are not beholden to mortals for anything, and I doubt very much this one would submit to your character, regardless any mental linkage, and even thinking of being the dominant one in the relationship may offend him if he learned of it.

However, you could possibly please the dragon by offering your own servitude, and using punctuation.
