Healing surges are not directly allowed in combat. In combat, you use powers to use healing surges. You are limited by the number of powers that you have to effect yourself or others have to effect upon you.

So, you can use up to the number of healing surges you have, if there are enough powers to let you use them. Generally you are screwed if you do that in one encounter though.

To clarify what the other posters have said, there is no hard cap on the number of healing surges you can expend in a single encounter. The limitation is on how many sources of healing surge use you have at your disposal. If you're hard-bent on using up all your surges at once, Healing Potions are an easy way to do it. That said, you're only allowed one Second Wind per encounter, and beyond that, you're dependent on powers or items that permit healing surge use.
