If an adjacent character passes a Heal check to heal his allie but the dying character has no healing surges left can he still use one?

I am thinking no, but just want to make sure.

He can't. He's instead brought back with 1 hitpoint.

If a character has no surges remaining NO power that allows someone to regain HP by spending one will restore you beyond 1HP. That includes second wind and healing word.

A Heal check can do 3 things. 1) Allow a character to use their second wind. 2) Stabilize a dying character. 3) Grant a saving throw.

Even if the character has no surges remaining they can still recover by useing #2 or 3, or by a leader useing surgless healing like cure light/serious wounds.

Not even with the 1d6+Wis mod added to the Healing word? Or do you not get that without spending the surge?

Healing word says "spend a healing surge and gain an additional 1d6 hp" so the additional HP gained are dependant on the surge being spent.

Yes, but a Dying character who has no Surges who "Spends a Surge" gets 1 HP.

Honestly, dude is Dying and has no Surges.  I'd give him the Leader Bonus Healing.

(Also note:  A non-Dying character who has no Surges who "Spends A Surge" gets NOTHING.  And nothing + "extra" is still nothing.)
