It's important to note that the PHB doesn't include anythinhg about Themes, which were added to the game much later, and are in addition to the stuff on this table, |

You start with 2 class at-will powers, unless you're playing an essentials class, this is all you'll have for the duration (or unless you have a pp, feat, ed, etc. that gives you an at-will) You gain 1 class encounter attack power at level 1, 3, and 7 and then can swap out for higher level powers at 13, 17, 23, 27. You gain 1 class daily attack power at level 1, 5, and 9 and then can swap out for higher level powers at 15, 19, 25, 29. You gain 1 class utility power at level 2, 6, 10, 16, 22. You pick a Paragon Path at level 11, which typically gives you an encounter attack power at 11, a utility power at 12, and a daily attack power at 20 in addition to 2 features at level 11 and 1 feature at level 16. You gain 1 feat at level 1, and then at every even level after that (2, 4, 6, etc.) as well as an extra feat at 11 and 21. You increase any 2 ability scores by +1 at level 4, 8, 14, 18, 24, and 28 You increase every ability score by +1 at level 11 and 21
Ignoring feats, themes, essentials classes,etc. , a level 30 character has: 2 at-will, 4 encounter, 4 daily, and 7 utility powers; 18 feats, +2 to all stats and +6 to 2 stats ontop of that. |
