Mod +1/2 question

I have a quick question about ability modifiers +1/2 level. The question is mainly coming up because I have seen it in the character builder and I'm not sure if it's a glitch or something. The question is basically, do you apply the +1/2 modifier to everything that has said ability? For example, I have a friend who plays a monk. (As DM i take care of their character sheets after every session and level them up with my character builder) His centered Flurry of Blows basically says deal wisdom modifier damage (+1)....but he's level 2, so that number should be a 2, because his modifier for all his abilities went up by 1. I just need to know if I am missing a rule somewhere or if this is just the character builder acting funky.

As a rule of thumb, you add your half-level bonus to any d20 roll or base-10 value that adds an ability modifier. So, you add it to:

• Attack Rolls
• Skill Checks
• Ability Checks
• Defenses

You do not add it to:

• Damage rolls
• Any other effect referencing your ability modifier, unless directly stated otherwise.
• Saving Throws

The + 1/2 level is for checks (skill checks, To Hit Checks, etc.), not damage.

Therefore, the character's attack bonus (to hit) would go up by 1 at level 2, but damage would stay the same (assuming no items have been gained that would increase damage).

Note however that this rule only applies to player characters. Monsters do get damage upgrades by level. You could easily get the OP idea if you skim through the monster manual and compare a monster's damage bonus with its level adjusted ability score modifier.
