#2 Sea-Envy Sep 04, 2012 19:30:26	Not covered by 4E rules. The closest 4E rules gets to this would be a DM  giving a mooncalf or dragon X amount of residium as its treasure that could only be used for enchant item rituals.

And then again with more details in the Dungeon Masters Guide under Special materials
