I have committed to playing two different Gnome characters who will be brought into different campaigns. This one will be a Gnome Bard and I have never played either one in all my years of campaigning.

Please help, he will be 9th level and his stats are:
STR = 14; CON = 17; DEX = 17; INT = 15; WIS = 13; CHA = 19
* Abilities have been adjusted for 9th level already!

Any suggestions for story lines, weapons, feats, skills, magical items, etc would be greatly appreciated.

Hmmm, well what kind of books are you being allowed to use for the campaign? Might help to know what your limits are based upon what you can use/own/etc.

For example, do you have the Complete Mage book? It's got an excellent bard PrC and some really nice feats.

Any idea what the other classes in your party will be? Since a Bard is a 5th character class/jack of all trades, master of none; it can fill several roles.

My gf wants to play a bard in our upcoming campaign this summer; and while it's her first time playing DnD, she's had a few months to read rules and such... and as of about 2 weeks ago, I think I peeked her interests in PrCs, she seemed interested in the Cloaked Dancer from Complete Scoundrel. It dances around the field, distracting enemies; which would leave them vulnerable for teammates.
Alternatively, just the other day, I was going over my Complete Warrior PDF, and saw the Dervish. A dancer with built in tumble (take 10), bonuses to attack with slashing weapons, and the ability to move while taking full round actions/attacks.
