powers, tactics, strategy and nachos

this is a question reguarding the strategic use of powers in a combat. its kinda broad, so bare with me as i try to explain it.

simply picking powers to use in an encounter willy-nilly seems like a good way to wind up dead. one needs to be careful as to when some powers are used, as some don't grow back too quickly. my question is this: as a rule of thumb its generally a good idea to use X powers in Y situations. X being at-will, encounter or daily. for instance: unless your expecting a drawn out combat, theres no reason to be stingy when using encounter powers, as they grow back easily.

i realize those are awfully broad categories for a strategic question like this. but im only looking for a rule of thumb. generally: when is it more advantages to use an encounter over an at-will or daily...or vice versa...

Try to save your encounter powers until you have some type of bonus to the attack roll, be it Combat Advantage, buffs from other party members, etc.

Use your Encounter Powers when you can.
There's no point in saving them, use them when you get the chance to get the most use out of it. A good example would be a Close Blast 3 that targets all creatures. If you can get 3 targets, and no allies, fire away. The battlefield is fluid, and AoE encounter powers should be used whenever possible, because the chance might not come up again.
Single target ones, use it on an appropriate target at an opportune time - so if your friend happens to blind the 2nd-most dangerous bad guy, fire it off. Don't save it for the most dangerous guy.

Dailies are somewhat like this, except your appropriate target list is more exclusive.

Don't bother saving up encounter powers in the hopes of a better position, by the time you're level 3 you'll find you have more than enough to get through an encounter, and often an early offense lowers overall damage taken.

Dailies you want full efficiency or in emergencies, Encounter you fire off ASAP with appropriate targets.
