Nope, D&D Insider is the only (legal) way. You're not missing much; the powers aren't included, just links to the Compendium, so it's not actually terribly useful for running a game with. Wait til it comes out in the PHB3, and it'll be less broken into the bargain.

The situation is this: Wizards claims it's finished, "just like what appears in any of our printed books". They're sticking to that story. There's some suggestion that PHB3 is already on its way for typesetting, so there'll be no chance to change any of its text between now and its retail release.

On the other hand, the PDF doesn't contain the powers or feats - it just has hyperlinks that point to the power entries in the Compendium. It appears that those entries have already been changed at least once since the PDF was finalised.

I, personally, on the basis of no evidence I can point to other than common sense, don't believe that if a clear problem with the Psion is identified between now and the PHB3 release - and there will be a problem, that's the nature of releasing stuff to a large, vocal community - that Wizards will be able to resist the urge to tinker with their final proofs of the PHB3 to fix it.

So, in effect, it's not labelled as a playtest, but if you think that the Psion as it existed when the article came out will be identical to the Psion in the PHB3, I've got a bridge I want to sell you.
