Running and Shooting at the same time?

Is there any way I can have a character use a hand crossbow (or any bow for that matter) while taking cover, jump out of cover, attack, then jump back behind the cover?

Or the character is behind cover but wants to run a few squares, fire the crossbow, then finish the move behind different cover on the other side of the room?

I was thinking maybe there is a feat like this or maybe houserule that something like a charge.

Standard Action
Move a number of squares equal to or less than your movement.
Make a basic missile attack at -2 penalty.

This would allow them to make a move action to complete the two scenarios I've listed above.

I don't have my books with me now, but I'm pretty sure that Rogue and Ranger have some low-level power who allows you to move+shoot with a standard action.

The you use your move action to go back to cover.

Round 1: Shoot and then use your move action to get to cover.

Round 2: use rogue ability "Deft Strike" which allows you to move 2 squares as part of the attack to move out from cover and fire. Use your move action to move back behind cover.

Round 3:repeat.

Yeah, "Deft Strike" for the rogue (move 2 before attacking) and "Nimble Strike" for the ranger (shift 1 before or after attacking) are the easiest ways to pull this off.

As a rule of thumb, if you are behind something that provides standard cover, you are capable of peeking out and firing as part of your attack action. The rules only really get hazy when you are behind superior cover, during which it's largely DM adjudication (behind a wall or window, no; behind a portcullis or murder hole, yes).
